Least Restrictive Behavioral Interventions (LRBI)
Purpose of LRBI
The purpose of the LRBI policy is to provide rules for the use of behavioral interventions with students identified under IDEA. The LRBI also describes research-based intervention procedures for Individualized Education Program (IEP) teams, LRBI committees, and others working with students with challenging behaviors.
The purpose of these Utah standards is to assure that a free appropriate public education is afforded to each student with disabilities in accordance with federal and state rules and regulations. Along with guarding students' rights, these policies provide protection for teachers, other school personnel, school districts, and the Utah State Office of Education (USOE). These policies ensure that parents are involved in and informed of the proposal and implementation of behavior interventions to be used with their children and included in the child's IEP.
State LRBI Policy Manual
Positive Behavioral Supports and Selection of Least Restrictive Behavioral Interventions for use with Students With Disabilities, is contained in Appendix F, Special Education Rules, Utah State Office of Education, dated September 2001. The link to this document is located below, and contains not only the LRBI rules, but also the Supplemental Resources, which are examples of materials that may be utilized, but are not a mandatory part of the LRBI Rule.
The Supplemental Resources include such items as various forms for behavioral assessment, behavioral intervention plans (BIP), and web sites and publications that pertain to behavioral intervention use.
LRBI Committee
Functions of Local LRBI Committees
The functions of the Local LRBI Committee are outlined on pages 4 to 5 of the State LRBI rules. These are as follows:
- Monitor, recommend and assure inservice activities for appropriate staff training.
- Audit and supervise Level II, III and IV interventions for compliance with LRBI procedures.
- Serve as the first line of appeal for parents and professionals when conflict arises concerning recommended behavioral interventions.
- Recommend changes or modification of these policies and procedures to the Utah State Office of Education.
The committee meets whenever a school IEP Team chooses to implement some Level II, and all Level III or IV interventions. Appropriate documentation is submitted to the Chairperson, who schedules a meeting to review the documentation for compliance and recommendations. A minimum of five committee members must attend the meeting in order to comprise an official quorum. Members of the school IEP Team are invited to attend. This allows the committee to interact with the student's teachers to help clarify recommendations and to ensure appropriate use of LRBI interventions. Other meetings of the Local LRBI Committee may take place as determined by the district Special Education Director and/or the Committee Chairperson.
Members of the Local LRBI Committee
Members of the Local LRBI Committee are skilled Teacher Leaders and Specialists employed by Provo City School District who have many years of experience in Special Education and in the area of behavior management. One of the committee members is a parent of a disabled student who provides important insights regarding the appropriateness of the behavioral intervention process.

District Forms
Behavioral Interventions Consent Form
This form provides verification of written informed consent by parents to use intrusive interventions with their student when it is deemed necessary by the IEP Team. The form contains several important kinds of information: the target behavior(s) or inappropriate behavior must be clearly stated, along with supporting data that confirm the behavior(s).This is supplemented by listing the appropriate behavior(s) that we want the student to demonstrate. We then list and describe the intrusive interventions for which consent is required.
The form also must contain the date of the IEP goal(s) which correspond to the interventions selected, a brief description of the data collection methods used, and a date indicating when the IEP Team will review the behavioral intervention plan. Finally, signature blocks for the parent/guardian, and other members of the IEP Team are provided. Please remember that all signatures must be dated.
Also note that a Behavioral Interventions Consent Form must be completed and signed for all Level III and Level IV interventions. There are three Level II interventions (Over Correction, Food Delay, and In-School Suspension), which also require written consent. Please be sure that this form is accurate and complete prior to submitting it to the LRBI Committee for approval.
Summary of Committe Action Form
This form is required each time you submit documentation to the Local LRBI Committee for review and suggestions on the use of any Level III or IV LRBI interventions. The school IEP Team only needs to complete the top portion of the form, describe the problem behavior(s), and list the intrusive Level III or Level IV interventions that require approval prior to their use.
The members of the committee will complete the bottom half of the form, which includes specific recommendations for the school team on the use of the interventions that are approved. The committee members attending the meeting will sign and date the form.
Emergency Contact Form
This form is required whenever an emergency situation (see definition of emergency situation on p. 10, LRBI rules) occurs that requires the immediate use of Level III or Level IV interventions to protect the student or others from harm, or if destruction of property is involved (see pages 10-11 of the State LRBI rules for complete description of Emergency Procedures).
Please fill out and submit the completed form to the Chairperson of the Local LRBI Committee within 24 hours after the incident occurs. Be sure to also notify the student's parent or guardian within 24 hours.
The form itself is self-explanatory: make sure the form is complete and sign and date the form prior to submitting it. You may send the form in the district mail system, deliver it in person, or fax it to Barbara Graves at 374-4812. In either case, it is very important that the 24 hour window for submitting this form is not exceeded. Otherwise, it is not in compliance with State LRBI Rules.
